With three decades of law enforcement experience, Rick Hoffman has dedicated a significant portion of his career to combating human trafficking. As the former head of the Raleigh Police Investigative Division, he spearheaded the proactive integration of technology to enhance investigations into human trafficking cases. This strategic approach enabled law enforcement agencies to leverage cutting-edge tools and techniques to identify and apprehend human trafficking perpetrators more effectively. Subsequently, Rick transitioned to the North Carolina District Attorney's Office, where he utilized technology to identify victims and offenders, gather evidence, and prepare cases for prosecution. His expertise in leveraging technology to combat human trafficking has led to successful convictions and providing justice for victims.
Rick's knowledge and experience have afforded him opportunities to contribute to initiatives aimed at enhancing law enforcement's response to human trafficking. He has collaborated with the Bureau of Justice Assistance on "Forecasting Next Generations Law Enforcement Responses to Trafficking," providing insights and recommendations for future strategies. Additionally, Rick has contributed to the Police Executive Research Forum's Critical Issues in Policing - "Law Enforcement's Role in Combating Human Trafficking and Assisting Victims," offering valuable perspectives on enhancing and improving law enforcement responses. Lastly, Rick has participated in discussions on trafficking with an international focus, sharing his expertise alongside the 2024 Trafficking in Persons Report Heroes. These collaborative efforts have facilitated the exchange of best practices and fostered a global approach to combating human trafficking.
